Tracka says ₦13.86 billion was released for public projects where it found no visible work.
The civic group’s second-quarter 2026 scorecard covers April to June. Its teams visited 944 projects across 29 states and the FCT, and compared official spending records with what was on the ground. Those projects had ₦1.497 trillion allocated and ₦608.99 billion released.
The biggest gaps:
- Borno: ₦4.98bn
- Ondo: ₦2.03bn
- Niger: ₦1bn
Tracka did not say the money was stolen, and it is calling for investigation. Its read: “payment-without-delivery.”
Of the 944 projects, 225 were completed (23.8%), 254 were ongoing, 109 had not started and 33 were abandoned. Those categories cover 621 projects, and the summary does not account for the rest. Completion rates swing sharply by state. Kwara is highest at 46.7%. Lagos is at 3%, with two-thirds of its projects still ongoing. Ondo is at 6.1%, Adamawa and Benue at 6.7%, and Abia at 9.7%.
Health centres were checked too. Nationally, 183 were rated good and 167 bad. In Benue, only 1 was rated good and 11 bad. Tracka wants urgent rehabilitation in Benue, Plateau and Ondo.
